ORDINANCE #03-31 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN AMENDMENT TO CHAPTER 9 WHICH IS KNOWN AS THE ZONING AND <br />SUBDIVISION OF LAND CHAPTER OF THE CITY CODE OF RAMSEY, <br />MINNESOTA. <br /> <br />AN ORDINANCE AMENDING SECTION 9.12 "SIGNS" OF CHAPTER 9 OF THE <br />CITY CODE OF RAMSEY, MINNESOTA. <br /> <br />The City of Ramsey ordains: <br /> <br />SECTION 1. AMENDMENT <br /> <br />Subsection 9.12.02 (Definitions) <br />definitions: <br /> <br />is hereby amended to include or amend the following <br /> <br /> Advertising Device Sign - a sign that has as its purpose to promote, advertise, or <br />sell a product or service obtainable on the premises upon which the sign is located, and not to <br />identify the premises. <br /> <br /> Flashing Signs or Lights - A sign or lighting, other than a changeable copy sign, <br />which contains an intermittent or sequential flashing light source used primarily to attract <br />attention. <br /> <br />Subsection 9.12.03 (General Provisions), Subdivisions 6, 7, and 9 are amended to read as <br />follows: <br /> <br /> Subd. 6. Illumination. Any site lighting or illuminated sign located on the ground, <br />or on a building or in a window which changes in either color or intensity of light shall not be <br />permitted, except such a sign giving public service information such as time, date, temperature, <br />weather or similar information shall be permitted. The Zoning Administrator in granting permits <br />for illuminated signs shall specify the hours during which the same may be kept lighted in order <br />to prevent the creation of a nuisance. There shall be no use of revolving beacons, zip flashers or <br />similar devices which cause any of the sources of light to change in intensity, unless as permitted <br />above. <br /> <br /> Subd. 7. Institutional and Recreational Identification Sign. One wall and/or <br />ground sign shall be permitted to identify the civic, philanthropic, educational, public or religious <br />organization or recreational use occupying the parcel. There shall not be more than one (1) <br />ground sign for each parcel. The gross surface area of a ground sign shall not exceed one <br />hundred (100) square feet for each exposed face nor exceed an aggregate gross surface area of <br />two hundred (200) square feet. Such facilities having more than one point of entrance or street <br />frontage may erect secondary identification signs not to exceed fifty (50) square feet for each <br />exposed face at the additional entrance points or street frontages. <br /> <br /> Subd. 9 Pennants. The use of pennants is permitted in any commercial district <br />provided the pennants are securely anchored and maintained in good repair, including <br />replacement or removal when weather damage is evident. The Zoning Administrator, or his/her <br />designee, shall have the authority to identify and notify property owners and/or occupants of the <br /> <br /> <br />
