Subsection 9.12.05 (Temporary Signs), Subdivisions 1 and 6 shall be amended to read as follows: Subd. 1. Grand Openings and Public Events, Portable Signs, Balloons, Gas Filled Figures, Streamers, Whirling Devices and Revolving Searchlights or any such sign resembling the same, are prohibited from use within the city except for public events, or when used as an integral part of the design of a building, or grand openings (the initial commencement of business). In the case of grand openings or public events, whirling devices, streamers and revolving searchlights shall be allowed for the week only of said public event or grand opening; portable signs and balloons shall be allowed for up to thirty (30) days surrounding the public event or grand opening. Subd. 6. Portable Signs are permitted only in business and industrial type districts and are subject to temporary permit and fee requirements. Temporary sign permits for portable signs shall be allowed for seven (7) day periods, six (6) times a year per business. However, where more than one (1) proprietorship or business uses the same building or parcel, no more than two (2) portable sign device shall be in place at any one time. Subsection 9.12.07 (Residential Type Districts) shall be amended to include the following: Subd. 3. Home Occupation Signs. Home Occupations Signs may be permitted in accordance with Section 9.11.04 (Home Occupations) of this City Code. Subsection 9.12.08 (Business Type Districts) shall be amended to read as follows: Subd. 1. Business Use Signs Wall, Canopy or Marquee Sign. Total sign area may not exceed fifteen percent (15%) of the front building facade. Businesses in multi-tenant buildings shall be allowed the proportionate share of the total wall sign area. The total wall signage permitted may be distributed on any other building fagade. Sign height shall not exceed the top of the parapet wall or, if no parapet wall, sign height shall not exceed the height of the eaves. A wall, canopy or marquee sign may be located on the outermost wall of any principal building but shall not project more than sixteen (16) inches from the wall to which the sign is to be affixed. The gross surface area of a wall, canopy or marquee sign may be increased by ten percent (10%) if such wall sign: Consists only of individual, outlined alphabetic, numeric and/or symbolic characters without background except that provided by the building surface to which the sign is to be affixed; and Illumination, if any, is achieved through shielded illumination, shielded silhouette lighting, or shielded spot lighting but not any lighting where the light source is visible or exposed on the face or sides of the characters.
