Subsection 9.12.19 (Refunds), Subd. 2 (Refunds) is hereby amended to read as follows: <br /> <br /> Subd. 2. A permit issued by the Zoning Administrator becomes null and void if <br />work is suspended or abandoned or not completed within six (6) months of issuance, but <br />may be reinstated with an additional payment of one-half of the original fee. <br /> <br />Subsection 9.12.21 (Violations), Subd. 1, is hereby amended to read as follows: <br /> <br /> Subd. 1. When, in the opinion of the Zoning Administrator, a violation of the <br />Code exists, the Zoning Administrator shall issue a written order to either the owner of the <br />sign, or the owner of the property, or tenant leasing the property, on which the sign is <br />placed. The order shall specify those sections of the Code involved, describe the violation <br />and shall direct that the violation be corrected within five (5) days from the date of the <br />order, unless otherwise specified by the Zoning Administrator. <br /> <br />Subsection 9.12.24 (Variance), is hereby amended to read as follows: <br /> <br />9.12.24 Variations. Request for variations from the provisions of this Section <br />shall be processed by the applicant applying to the Zoning Administrator for a conditional <br />use permit, which conditional use permit procedure shall be as prescribed in Section <br />9.03.04 of the City Code. <br /> <br />SECTION 3. SUMMARY <br /> <br />The following official summary of Ordinance #03-31 has been approved by the City Council of <br />the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. <br /> <br />It is the intent and effect of Ordinance #03-31 to amend Ramsey City Code Chapter 9 (Zoning <br />and Subdivision of Land), Subsection 9.12 (Signs) to include a definition and prohibition of off- <br />site 'advertising devices', to allow for the use of portable signs and balloons for up to 30 days <br />surrounding a public event or grand opening, to increase the frequency of permitted portable <br />signs fi'om 3 to 6 times a year, to increase the number of portable signs allowed on multi-tenant <br />sites from 1 to 2 signs at any given time, eliminating the requirement that at least 50% of the wall <br />sign space allowed be placed on the front wall of the business, to increase the size restriction on <br />menu boards to 50 square feet, eliminate current regulations for shopping center signs, to <br />establish wall sign regulations for multi-tenant buildings in industrial regulations, clarify the <br />regulations for business or industrial park identification signs and increase the size restriction to <br />200 square feet, to increase the size of ground signs for occupants of an industrial or commercial <br />park to 100 square feet, allow for the use of portable signs, with a permit but no fee, during <br />public events or grand openings, require a permit but no fee for on-site directional and <br />informational signs, reducing the time frame to correct sign violations from 30 days to 5 days. <br /> <br />SECTION 4. EFFECTIVE DATE <br /> <br />The effective date of this ordinance is thirty (30) days after its passage and publication, subject to <br />City Charter Section 5.07. <br /> <br /> <br />
