Hendricks, Management Intern <br /> <br /> <br />Background: <br /> <br />In response to recent Council discussion regarding the need for a Facebook page for the City, <br />staff has created a draft policy for the creation and maintenance of web-based social media. This <br />policy is attached for Council review. <br /> <br />Highlights of the attached policy include: <br />. a disclaimer that allows the City to remove or alter posts if they are vulgar; personal <br />attacks, offensive, prejudiced, are spam, off-topic, or are inaccurate. <br />. the disclaimer also states that the City does not endorse any of the advertising used on <br />Facebook, nor does non-City generated content reflect the opinions or positions of the <br />City of Ramsey <br />. standards for City social media web pages. <br />. and review procedures for the creation of social media web pages. <br /> <br />Also attached for your information is a memo from the League of Minnesota Cities regarding <br />social media and cities. <br /> <br />Staff has also researched the Facebook and Twitter pages of a number oflocal cities. Samples of <br />these are attached for Council review. <br /> <br />Observations: <br /> <br />Staff expects that the content of the City's Facebook page will be similar to that of the City <br />Newsletter, including upcoming events and public meetings. Staff has also observed that other <br />cities are using their Facebook page as another place to post meeting agendas and public notices. <br /> <br />There is also some concern about the amount of staff time that will be needed to utilize social <br />media effectively and respond to requests for information in a timely manner. It should be noted <br />that the attached examples of Facebook and Twitter all come from cities with a Communications <br />Department. It is unclear which staff member will be responsible for creating content and <br />responding to comments on the City's Facebook page. The draft social media policy states that <br />if comments are to be enabled, a staff member must monitor the site daily. If a microblog site, <br />such as Twitter is to be utilized, these sites are only effective when utilized daily. <br />
