(AECOM) is submitting this letter to the City <br />of Ramsey (City). This letter presents project background information pertinent to planned response <br />actions at the Ramsey Boulevard derailment site located in Ramsey, Minnesota {Site). The response <br />actions have been approved by the Minnesota Pollution Control Agency (MPCA) and are tentatively <br />scheduled to be implemented in 2010. This letter includes a request for City approval of a water <br />management plan that has received MPCA approval. <br />Figures referenced in this letter are provided in Attachment A. Tables referenced in this letter are <br />provided in Attachment B. <br />Project Background <br />Figure 1 shows the Site location and Figure 2 depicts the general Site.configuration. As indicated on <br />Figure 2, the Site corisists of a portion of the BNSF right-of-way (R.O.W) property and a portion of <br />adjacent property located south of the R.O.W that is owned by Dolphin Real Estate Management, LLC <br />(Dolphin). A Burger King restaurant currently operates on the Dolphin property. The Site was impacted <br />by the release of powered lead arsenate when a train derailed near the intersection of Ramsey <br />Boulevard and Highway 10 in July 1963. <br />The Site has been managed with regulatory oversight provided by the MPCA Voluntary Investigation <br />and Cleanup Program (VIC). To facilitate response actions, the Site was separated into two areas <br />based on property use and physical conditions. These areas (R-Area 1 and R-Area 2) are described <br />below: <br />• R-Area 1 =Arsenic-impacted areas on BNSF R.O.W. property <br />• R-Area 2 =Arsenic-impacted areas identified on Dolphin property south of the BNSF R.O.W., <br />including a storm water retention pond <br />N:ProjectW/BNSF/200012983 Ramsey/Correspondence/Other/09 Oct <br />City Ltr <br />
