AECOM <br />Mr. Jankowski <br />December 8, 2008 <br />Property. Access <br />As indicated on Figure 2, BNSF would like to use a portion of City-owned property located west of <br />Ramsey Boulevard and north of the BNSF R.O.W. for staging a temporary field office, vehicle parking, <br />and other equipment. No impacted media would be stockpiled or handled in this area. When response <br />actions are complete the City property would be restored to previous conditions. <br />City Approvals and Information Requests <br />Based on the information presented in this letter, BNSF respectfully requests the following actions from <br />the City: <br />• Provide written approval of the proposed water management plans. <br />• Confirm that the subject storm water retention pond is not a designated wetland <br />• Identify City-issued permits that may be required to implement the response action plans. <br />• Identify additional agencies that City believes need to be involved in the project <br />- Note: AECOM is also contacting Anoka County to confirm that the storm water retention <br />pond is not a designated wetland and to discuss traffic control issues. The Minnesota <br />Department of Transportation is also being contacted regarding truck access to Highway <br />10 and Ramsey Boulevard. <br />• Indicate if the access request to use City-owned property as a staging area for temporary field <br />office facilities, vehicle parking, and equipment staging (see Figure 2} is acceptable, contingent <br />upon BNSF and the City entering amutually-acceptable access agreement before response <br />actions are initiated. <br />- Note: If you wish, AECOM can provide a form of access agreement for the City's review. <br />if the City prefers to use a particular access agreement format, please provide us with a <br />copy of the agreement for review. <br />AECOM and BNSF appreciate your assistance with this project.
