This reconstruction project proposes to assess 50% of the frontage along Dysprosium. Street for such double frontage lots, and therefore Council may wish to consider a similar policy for maintenance activities. For example; a property fronting on Cobalt Circle with a second frontage along Dysprosium Street should not be assessed for a full share on a future overlay of Cobalt Circle. Recommendation: Staff recommends the following: • That funding for the NOW AND THEN ESTATES reconstruction project be redirected to the 2010 Street Maintenance program for additional sealcoat and overlay improvements. • That the street maintenance assessment policy regarding multiply frontage lots be reviewed and potentially revised to conform with that proposed under this reconstruction project prior to the 2011 program, unless an alternative funding scenario is adopted (taxes vs. assessments). • That staff- be directed to prepare a feasibility study for the 2010 Street Maintenance Program consistent with the recommendation of the City Council.
