This reconstruction project proposes to assess 50% of the frontage along Dysprosium. Street for <br />such double frontage lots, and therefore Council may wish to consider a similar policy for <br />maintenance activities. For example; a property fronting on Cobalt Circle with a second frontage <br />along Dysprosium Street should not be assessed for a full share on a future overlay of Cobalt <br />Circle. <br />Recommendation: <br />Staff recommends the following: <br />• That funding for the NOW AND THEN ESTATES reconstruction project be redirected <br />to the 2010 Street Maintenance program for additional sealcoat and overlay <br />improvements. <br />• That the street maintenance assessment policy regarding multiply frontage lots be <br />reviewed and potentially revised to conform with that proposed under this reconstruction <br />project prior to the 2011 program, unless an alternative funding scenario is adopted (taxes <br />vs. assessments). <br />• That staff- be directed to prepare a feasibility study for the 2010 Street Maintenance <br />Program consistent with the recommendation of the City Council. <br />Action: <br />Motion to recommend to City Council; <br />• That funding for the NOW AND THEN ESTATES reconstruction project be redirected <br />to the 2010 Street Maintenance program for additional sealcoating and overlaying <br />improvements. <br />• That the street maintenance assessment policy regarding multiply frontage lots be <br />reviewed and potentially revised to conform with that proposed under this reconstruction <br />project prior to the 2011 program, unless an alternative funding scenario is adopted (taxes <br />vs. assessments). <br />• That staff be directed to prepare a feasibility study for the 2010 Street Maintenance <br />Program consistent with the recommendation of the City Council. <br />Reviewed by: <br />Director of Public Works/Principal City Engineer <br />City Engineer <br />Public Works Street Supervisor <br />PW: 01/19/10 <br />
