Councilmember Jeffrey stated that if this is the way staff wants to go -let's go with it.
Councilmember Look stated he would like a little better numbers -this does not really
represent true cost considering training and everything.
Councilmember Elvig agreed there are other costs involved but it does not really matter.
Councilmember Wise agreed it doesn't matter. Councilmember Elvig added he did not
need to see any more.
Discussion ensued regarding the difference in firms -Councilmember Jeffrey stated we
need to trust Mr. Kaehler's judgment. Council and staff talked about the flexibility
aspect and maybe having inspections on weekends, evenings, etc.
Consensus was to move forward and give staff the latitude to pick someone and come
back on December 8 to authorize the contract.
6) Cost Analysis of City Events
Management Intern Hendricks presented a spreadsheet showing the cost of City events.
Deputy City Administrator Nelson stated that as part of the 2010 budget, the question
was posed about what do we actually spend on these City events, staff time, etc. We are
not looking for something specific; we just want to share this with Council and to see if
Council has any direction for staff.
City Administrator Ulrich stated we will look at this for future budget discussion..
Councilmember Elvig suggested that when you put under administrative costs for Happy
Days to lay that out a little different. Ms. Hendricks responded that this number reflects
people's actual wages for that. Ms. Nelson stated that we had some considerable
discussion about should we include soft costs as well - it's a consumption of resources.
Councilmember Look stated that $54,000 for Happy Days - we have briefly discussed
calling in professionals and they would give us a percentage. That's a lot of money and
we should be looking at that.
Councilmember McGlone stated that he would advocate for privatizing the event and
have staff to check that out.
Councilmember Dehen mentioned the Safety Camp to which Mr. Ulrich stated that has
strong support - we could look at sponsorship. Councilmember Dehen noted that that
took up a quarter of someone's time. Discussion ensued relating to the expenses for
Safety Camp. Councilmember Dehen stated he is amazed that it's a volunteer deal but
we are paying for someone's time.
City Council Work Session -December 1, 2009
Page 14 of 16
