City Administrator Ulrich stated the reason to postpone this was to identify the issues brought up
by the Police and Fire Chiefs and corne up with alternatives that could address their concerns.

Fire Chief Kapler noted this was a life safety issue. He indicated some rental homes were in dire
disrepair and those tenants who had issues did not know which way to turn.

Councilmember Look stated he was willing to postpone this and the Police and Fire Chiefs had
made good points with respect to safety. However, he believed the percentages regarding safety
was the same for residential properties and if children were at risk in both rental and residential
properties, then an Ordinance should be prepared to inspect all properties, but he did not believe
any Councilmember wanted to do this.

Councilmember Dehen stated he was not sure ifthe concerns the Police and Fire Chiefs brought
up changed anything. He did not want to take any more time discussing this and endlessly
debating it.

Motion carried.
