Place parking restrictions and stripe a bicycle / pedestrian lane on one side of Argon <br />Street and 143` Avenue to enhance pedestrian safety. <br />4. Continue to monitor vegetation for sight line obstruction at the curve where 143` Avenue <br />changes into Argon Street. Trees were removed in 2009 to enhance the sight line for <br />traffic. <br />5. Eliminate the temporary closure and open this section of roadway to full traffic again. <br />Financial Impacts: <br />The financial impacts associated with each of the recommendation above are estimated as <br />follows: <br />Recommendation: <br />Staff recommends permanent closure of 142 Avenue to keep traffic levels to a minimum and <br />enhance safety in the neighborhood. In addition staff recommends that it continue to pursue with <br />MnDot the redesign of the left turn lanes at 142" Avenue to make them directly opposing each <br />other.
