CASE # <br />CONSIDER REQUEST FOR PROPOSALS — MOWING AND WEEKLY PARK FACILITY AND <br />TRASH MAINTAINANCE SERVICES <br />By: Mark Riverblood, Parks Supervisor <br />Back ground: <br />During recent months, City Council and staff have been examining all facets of providing city services, <br />including using contract labor in lieu of City staff. One of the services being evaluated this winter is the <br />snow plowing of two (2) of seven (7) cul -de -sac routes. The purpose of this case is to recommend to City <br />Council two additional services which are definable and therefore can be bid on by contractors for weekly <br />rates by the RFP process. <br />The first is mowing and trimming the 45 -acre Central Park each week during the growing season. The other <br />RFP would be for weekly trash and litter collection, (Monday's at all developed parks, and also Thursday's <br />at the more active parks). An additional activity that presently coincides with this Monday service is <br />playground safety inspections and park building and restroom cleaning on both Mondays and Thursdays. <br />In either of the above two services, if it is found that the private sector is more cost effective, one manner of <br />funding the contract(s) would be to reduce the park's seasonal worker hours commensurate with the time <br />previously dedicated to perform the work — and utilize this budget to pay the contractor(s). <br />Should the Public Works Committee recommend that this RFP process move forward, this matter will be <br />placed on City Council's February 23 2010 Consent Agenda, with subsequent advertisements and direct <br />invitations for proposals to lawn care providers and property maintenance firms. Proposals would be due to <br />the City on March 17 2010. Staff would then perform an analysis and recommendation for the two <br />potential contracts for approval at the City Council meeting of March 23 2010. <br />Staff Recommendation: <br />Staff recommends that the City Council proceed with the advertisement and mailing of the RFP's for <br />contracted park maintenance services. <br />Action: <br />Motion to proceed with the RFP for contracted services <br />Attachments: <br />RFP for Mowing Services <br />RFP for Weekly Park Facility and Trash Maintenance Services <br />Reviewed by: <br />Director of Public Works/Principal City Engineer <br />PW: 2/16/10 <br />
