three alternatives involve whether the impacts are satisfied through on site mitigation or through <br />the purchase of wetland credits. <br />Alternative G represents the most flexible development option for the future of RTC as it <br />proposes the filling of the Preexisting Mitigation Wetland for Bunker Lake Blvd. It is similar to <br />Alternate D with regard to the types of mitigation proposed by continuing the establishment of <br />NW Wetland and the School Wetland for mitigation credit. Exhibits for each alternative illustrate <br />which areas would be available for development. <br />Financial Impact: <br />The contract with URS was for a not to exceed amount of $8,698.50. This amount will be <br />sufficient to cover options which do not require a new permit; however, a new permit will <br />require an amendment to the current scope of services. This should be evaluated after discussions <br />with the LGU regarding the Local Governmental Unit (LGU) after the HRA directs such an <br />option. The dashboard for RTC had estimated the costs of the wetland mitigation to be $800,000. <br />Recommendation: <br />The visioning process that was completed last year retained a sufficient area on the western <br />portion of RTC to accommodate a large retailer. Therefore one of the two options requiring the <br />filling of the WNW wetland would be required to pursue this goal. Staff recommends the <br />selection of Alternative G which would allow for significant development within the western <br />portion of RTC. This option would also make use of the efforts to date in creating the NW <br />Wetland and the School Wetland. <br />Action: <br />Motion to direct staff to pursue contact with the LGU responsible for wetland permitting to <br />discuss the proposed mitigation plan and direct staff to prepare a revised wetland permit. <br />Reviewed By: <br />Director of Public Works/Principal City Engineer <br />City Engineer <br />City Administrator <br />HRA: 02,10 <br />
