a <br />City Council Work Session <br />Topic Report: Rental License Program <br />By: Amber G. Miller, Planning Manager <br />Background: <br />Per Council's direction, staff has pulled together some options to work with the existing rental license <br />ordinance. We have developed several alternatives for Council's consideration. These options .are <br />meant to be a starting point for discussion to the issues raised by Council at previous Work Session or <br />Council meetings. They may be reviewed in whole or in part and may be mixed and matched if there <br />are some options Council would prefer to have in order to keep the rental program. <br />Analysis: <br />Option 1: <br />Status quo. Program remains the same as it is today. <br />O tip on 2: <br />Program would be similar to what we do now. We would alter our inspections schedule to provide for <br />an incentive based program similar to Coon Rapids. The properties would be inspected on a <br />frequency based on a point system based on condition of property and policy activity. The better the <br />condition of the housing and the fewer the police calls the less frequent the property would need to be <br />inspected. We would not have to copy their program exactly, but something similar that would more <br />proportionately meet the needs of our community. The Coon Rapids Inspection Policy is attached. <br />As with the rest of the options, the education of the public would be stepped up with this process. We <br />would have additional hand-outs, newsletter articles, website information and cable programs. The <br />intent would be to provide additional information regarding code requirements, landlord/tenant rights <br />and health and safety requirements. <br />Option 3: <br />Program would be voluntary. It would be a rental permit. There would be no fee required. If a <br />property owner or tenant calls and requests an inspection we would schedule one as time allowed. <br />This program would also have the additional educational information mentioned above. <br />Option 4: <br />This program would be open to everyone. It would bean occupancy permit and would be open to all <br />property owners, not just owners of rental properties. It would be voluntary and there would be no <br />fee. It would be upon the request of the property owner or tenant and scheduled as time allowed: This <br />program would have the additional educational information mentioned above. <br />
