Program (STP) application that was previously supported by the City, and these funds are dedicated <br />solely for this project so if it were not to move forward the money would be lost. Items that the City <br />contribution to this project would cover include the previously described intersection improvements <br />from the existing Town Center transportation improvement JPA, drainage improvements, trail <br />installation, and noise walls (as necessary). Additional City expenditures for this project would include <br />approximately $29,000 for engineering and design, for a total estimated project cost of $621,497. <br />A few options to consider are: <br />1. Approve the JPA <br />2. Request a CSAH 116 turnback. The County has indicated that this is not really an option at this <br />time, but if they were to consider it the entire cost of improvements plus any increase in capacity <br />west of 57 would be at the City's expense (including all future projects where CSAH 116 would <br />feed into — future river crossing, etc.). <br />3. Direct staff to write a letter to Anoka County requesting that the project be terminated and the <br />$3.7 M in federal money returned. <br />Funding: <br />The current CIP funding scenario for this project includes a $100,000 contribution from TIF #2 in 2010 <br />and $600,000 in 2011 to be determined. Funding for this project was originally anticipated through <br />future land sales, as it was associated with regional roadway improvements to serve the Town Center, <br />but other funding sources to consider include the City's trail fund, stormwater utility, and potentially <br />State Aid. <br />Recommendation: <br />Staff recommends acceptance of the JPA with Anoka County for the reconstruction of CSAH 116 <br />between Basalt and Germanium Streets. It is further recommended to authorize staff to sign the final <br />construction plan set if no significant changes are proposed, and authorize the City Administrator to sign <br />the JPA once the City Attorney has reviewed and accepted it as it relates to legal matters. <br />Motion: <br />Motion to approve the JPA with Anoka County for the reconstruction of CSAH 116 between Basalt and <br />Germanium Streets. <br />-and - <br />Motion to authorize staff to sign the final construction plan set if no significant changes are proposed. <br />-and - <br />Motion to authorize the City Administrator to sign the JPA once the City Attorney has reviewed and <br />accepted it as it relates to legal matters. <br />-or- <br />Motion to request that Anoka County turnback CSAH 116 to the City. <br />-or- <br />
