2009 Annual Report <br />City of Ramsey, Minnesota <br />This report is annually provided to the citizens of the City of Ramsey to highlight the major activities that <br />occurred during the previous year. <br />POPULATION: <br />Ramsey's population increased from 12,408 (3,641 households) in the 1990 census to a population of <br />18,510 (5,960 households) in 2000. The estimated population at the end of 2009 is 24,300. Mid -level <br />projections for the year 2030 estimate a population of 43,500. <br />GENERAL OPERATIONS: <br />The General Fund provides for the following types of services: <br />• General Government — Council, administration, finance, commissions, planning /zoning, and <br />legal. <br />• Public Works — Street maintenance, snow and ice removal, and engineering services. <br />• Parks and Recreation — Park maintenance, community services, and environmental services. <br />• Public Safety — Police, Fire, protective inspections, animal control, and emergency <br />management. <br />FINANCE <br />Taxes <br />In 2009, intergovernmental aid was estimated to be 6.76% of the City's revenues, but was reduced to <br />3.70% as the City saw a reduction of $309,000 in Market Value Homestead Credit (MVHC) due to state <br />budgeted revenue shortfalls. At the time of the 2010 budget adoption in December 2009, <br />intergovernmental aid was estimated to be 2.90% of the City's revenue for 2010. Due to further <br />economic challenges at the state level, the City will see 100% or $400,000 of its Market Value <br />Homestead Credit cut for 2010. For four consecutive years, taxes payable 2005 through taxes payable <br />2008, the State Legislature had removed levy limits on cities. Levy limits were reinstated in 2008 for <br />taxes payable 2009 -2011 with a levy increase cap of 3.9 %. <br />The City's tax capacity rate is approximately 37.69% for taxes payable 2010. In comparison, the tax rate <br />for 2009 was 39.26 %. In comparison to cities of like size, Ramsey's tax rate falls near the middle. Of <br />thirty -five cities, in the metro area, Ramsey ranks number nineteenth in tax rate. <br />Budget <br />The Ramsey City Council adopted the 2010 tax levy and General Fund operating budget on December 8, <br />2009. The certified levy for 2010 is $8,585,678, of which $7,194,194 is for General Fund operations, <br />$1,056,431 for repayment of General Obligation debt, $43,348 for Mississippi Sub - district #1 (only 17 <br />City of Ramsey - Page 3 2009 Annual Report <br />
