The City is located outside the Metropolitan Transit Taxing District. The southern half of <br />the City is in Market Area III and the northern half is in Market Area IV. The City is in the <br />area for potential transit service expansion. Service options for Market Area III include <br />peak -only express, small vehicle circulators, midday circulators, special needs paratransit <br />(ADA, seniors), and ridesharing. Service options for Market Area IV include dial -a -ride, <br />volunteer driver programs, and ridesharing. The City is located along the Northstar <br />Commuter Rail Line; the nearest station is in the city of Anoka. <br />Aviation <br />Reviewer: Chauncey Case, MTS - Systems Planning, (651- 602 -1724) <br />The Update conforms to the Aviation policies of the TPP and is consistent with Council <br />aviation policy. <br />WATER RESOURCES MANAGEMENT <br />Wastewater Service <br />Reviewer: Kyle Colvin, ES - Engineering Services, (651- 602 -1151) <br />The Update is in conformance with the Water Resources Management Policy Plan <br />(WRMPP). The Update summarizes the City's vision for the next 20 years or to year <br />2030. It includes growth forecasts that are consistent with the Council's recommended <br />forecasts for population, households, and employment. <br />The Metropolitan Council Environmental Services currently provides wastewater <br />treatment services to the City. Wastewater generated within the City is conveyed to <br />and treated at the Metropolitan Council's Metropolitan Wastewater Treatment Plant in <br />St. Paul. The City is provided wastewater conveyance service through interceptors <br />7707 and 8362 -299. The Update projects that the City will have 13,600 sewered <br />households and 11,700 sewered employees by 2030. The Metropolitan Disposal <br />System with its planned scheduled improvements has or will have adequate capacity <br />to serve the City's growth needs. <br />The Update provides sanitary flow projections in 5 -year increments. The rationale, <br />for the projections, is given in the Update and determined appropriate for planning <br />for local services. <br />The Update identifies large areas north of Trott Brook for future sewered <br />development. In order to provide services to this area of the community, the City will <br />need to extend trunk sanitary sewer systems through the community to reach this <br />future growth area. The city of Nowthen has identified an area of approximately <br />1,020 net developable acres as urban reserve for post 2030 sewered development. <br />The Council will work with Ramsey to coordinate the design and alignment of its trunk <br />sewer system to provide the option of serving the urban reserve area in Nowthen <br />through Ramsey. <br />Ramsey is not currently identified as a community impacted by wet weather <br />occurrences. The Update however does include a description of an I/I reduction plan <br />which includes televised inspection and regular maintenance of the sanitary sewer <br />system. A copy of the 2004 Comprehensive Sanitary Sewer Study, completed by <br />Bolton & Menk Inc., is included in the plan. The City has adopted the Minnesota State <br />C� <br />
