'', Metropolitan Council September 16, 2009 Ms. Amber Miller Community Development Director City of Ramsey 7550 Sunwood Drive Northwest Ramsey, Minnesota 55303 RE: City of Ramsey 2030 Comprehensive Plan Update — Incomplete for Review Metropolitan Council Review File No. 20652 -1 Metropolitan Council District 9, Councilmember Natalie Steffen Dear Ms. Miller: Thank you for submitting the City of Ramsey's 2030 Comprehensive Plan Update (Update) on August 27, 2009. Staff found that the Update is incomplete for review for land use, forecasts, housing, ISTS, wastewater services, transportation and parks. The review of the Update will be suspended until the additional information is submitted and found complete for review. A description of the incomplete items and advisory comments follows. REQUIRED MATERIALS Land Use (Susan Hoyt, 651- 602 -1330; Lisa Barajas, 651- 602 -1895) The Update is incomplete for Land Use review.' • The Future Land Use Table needs to include the percentage of land area for each land use category to be consistent with the Existing Land Use Table. The Land Use Staging Table in Five -Year Increments needs to include the minimum and maximum density range for residential uses. (Zero should not be used as a minimum density. The Council guidelines for calculating the City's residential density and capacity for accommodating residential growth utilizes the minimum density). The Table of Net Density of New Planned Residential Land needs to include the minimum and maximum density for each residential land use category and all of the acreage for residential land staged for development between 2020 and 2030, in addition to the "New Planned Residential Land." Net density calculations need to include land staged for development between 2020 and 2030 as well as land staged for development prior to 2020 that has been re- guided in the 2030 Update, consistent with the Council's Revised MUSA Implementation Guidelines ( httn• / /www metrocouncil org/ plannin0assistance /MUSAChangeGuidelines.pdf The City needs to be sure that land is not counted as "New Planned Land" and as "2020 to 2030 Staging" in this calculation.
