The following comments have been gathered from various <br />county departments and are summarized by plan areas: <br />Assumptions and Projections: <br />Page 4 -1: The assumptions and projections discuss development issues that include <br />environmental conditions (Anoka Sandplain soils) and utility capacities and limitations. <br />However, assumptions and projection of the city's initiative to possibly use the Mississippi <br />River to supplement its water supply system is not presented. We recommend discussing the <br />assumptions that led to the city's investigation of alternative water supply source be included <br />in the plan. <br />Land Use: <br />Page 5 -19 — Rural Policy: Item number three states that it is the policy of the city to <br />implement septic system and wellhead protection programs consistent with Minnesota Rules <br />Chapter 7080. We do not believe that wellhead protection fits into the category of rural <br />policy because it applies only to public water supply wells, not rural individual wells. Also, <br />Chapter 7080 applies only to septic systems, not water supply systems. The city is required <br />to prepare a wellhead plan that must be consistent with MR 4720.5100. We also note that <br />this is the only wellhead protection reference in the plan. We recommend that references to <br />wellhead be removed from the rural policy section and be included in the discussion of the <br />city's water supply (chapter 9). <br />February 24, 2009 <br />
