Case #107
APPROVE REQUEST FOR PROPOSALS — MOVING AND WEEKLY PARK
FACILITY AND TRASH MAINTENANCE
By: Mark Riverblood, Parks Supervisor
Back ground:
During recent months, City Council and staff have been examining all facets of providing city services,
including using contract labor in lieu of city staff. One of the services being evaluated this winter is the
snow plowing of two (2) of seven (7) cul -de -sac routes. On February 16 the Public Works Committee
examined two additional weekly activities that occur within parks that can be bid on by contractors by the
RFP process.
The first is mowing and trimming the 45 -acre Central Park each week during the growing season. The other
RFP would be for weekly trash and litter collection, (Monday's at all developed parks, and also Thursday's
at the more active parks). An additional activity that presently coincides with this Monday service is
playground safety inspections and park building and restroom cleaning on both Mondays and Thursdays.
In either of the above two services, if it is found that the private sector is more cost effective, one manner of
funding the contract(s) would be to reduce the park's seasonal worker hours commensurate with the time
previously dedicated to perform the work — and utilize this budget to pay the contractor(s).
During the Public Works Committee discussion, staff was directed to also inquire as to what the costs would
be to utilize either the Anoka County Corrections' Sentence to Serve program (STS), or the Department of
Corrections (DOC) work force that the city already contracts with. As of Council case preparation, these
numbers are not known. It was discussed at the Committee meeting, that if these figures looked good, that
the consent agenda case would be `pulled' and discussed with Council for direction.
If the STS or DOC numbers are not favorable, this case will approve advertisements and direct invitations
for proposals to lawn care providers and property maintenance firms for the two RFPs. Proposals would be
due to the City on March 17 2010. Staff would then perform an analysis and recommendation for the two
potential contracts for approval at the City Council meeting of March 23 2010
Council Action:
Motion to proceed with the RF/? for contracted services
Reviewed by:
City Administr or
Director of Pub 'c W s /Pririci
CC: 2/23/10 \L
