Pet Clinics: Two (2) pet clinics were held in the spring, providing free pet licenses and discounted <br />veterinary services. There were 244 dog and 28 cat licenses issued during the two events, along with <br />316 animals receiving vaccines and other veterinary services. <br />Other Events: In addition to the hours volunteered by our reserve and explorer units, licensed officers <br />also worked several non -city events. In June, officers worked 18 hours of overtime at the St Katharine <br />Drexel "Party in the Park ", and assisted with 20.5 hours of traffic control as Highway 10 was resurfaced <br />at Armstrong Blvd. In July, Officers provided 18 hours of added security over two (2) days for Wyatt <br />Earp's 4 t " of July celebration. Officers provided 109.25 overtime hours of added security at the Game <br />Fair at Armstrong Kennels over two weekends in August. In September, an officer worked a security <br />shift at the Lord of Life's Harvest Fest. The overtime hours incurred were billed to the events. <br />Miscellaneous Activities <br />Anoka County Central Records Management: In April 2009, Sgt Jeff Katers was nominated by the Joint <br />Law Enforcement Commission (JLEC) for the position of Anoka County Central Records (ACCR) project <br />manager. Responsibilities include daily operation and management of the central records system, <br />imaging document system, electronic ticketing system, and wireless communication devices for all of <br />the squad cars in Anoka County. In return for the services provided to all eleven law enforcement <br />agencies in Anoka County, the city of Ramsey is reimbursed $50,000 of Sgt Katers salary annually. <br />Over 25,000 police citations have been processed electronically since Sgt Katers began managing the <br />system. <br />Grant Activities: Countywide grants were received for the Safe & Sober Program and the Anoka County <br />DWI Task Force. Ramsey officers worked a total of 65.5 hours in the Safe & Sober Program, making 178 <br />total stops, issuing 101 citations, 43 warnings, two (2) arrests for DWI and five (5) unlicensed drivers. <br />Officers worked 336.25 total hours for the Anoka County DWI Task Force, with 574 stops, 100 citations, <br />529 warnings, 25 DWI arrests and 22 unlicensed drivers. <br />Compliance Checks: The requirements were completed for the alcohol compliance grant that was <br />received from the AGE (2008 -09) requiring two rounds of alcohol compliance checks being conducted on <br />all alcohol establishments in the city. There were three (3) failures. Tobacco compliance checks were <br />conducted on all establishments that are licensed to sell tobacco in the city, with only one (1) failure. <br />Animal Impounds: The City impounded 57 animals in 2009. Dogs are impounded at the City of Anoka <br />Pound and the City of Ramsey is billed by Anoka for this service. Dog owners who claim their dogs from <br />the Anoka Pound are charged an impound fee by the City of Ramsey. The city paid $8,482 in impound <br />fees in 2009, with $4,220 being collected from the dogs' owners. <br />Hunting: The firearms ordinance was updated to authorize hunting and target shooting (by permit) <br />within the city. Fifty -seven (57) hunters were permitted to hunt with shotgun at 17 locations within the <br />city. There were also bow hunting permits issued at 33 locations, with 64 hunters taking part. There <br />were 14 people authorized to target shoot at four (4) locations. Three (3) hunting applications were <br />denied. <br />Juvenile Diversion: Ten (10) juveniles were referred to the Northern Star Diversion Program by the <br />Ramsey Police Department in 2009. A total of 17 juveniles residing in the City of Ramsey, who were <br />referred to the program between Ramsey and neighboring agencies, completed the required nine (9) <br />City of Ramsey Page 2009 Annual Report <br />24 <br />
