<br />Councilmember Elvig stated, back to Happy Days, we do generate revenue on <br />administration to which Ms. Hendricks responded that we have sponsorship. <br /> <br />Mayor Ramsey stated that having a private company take care of this would also <br />eliminate Police and Public Works costs. Councilmember McGlone pointed out that <br />when someone has events, we charge them for Police so it's hard to put numbers to that. <br />Mayor Ramsey suggested that maybe Happy Days is a City event - we might want to <br />have officers around. <br /> <br />Councilmember Elvig stated we have to be concerned about the fact that Happy Days is a <br />community event - the Ramsey Lions count on this as a fundraiser for them, etc. If we <br />did go with a private party to do Happy Days, we could make it that they have to use our <br />non-profits. <br /> <br />Consensus of the Council was that staff should explore other cities to see if they have <br />private operators for their City events. <br /> <br />5) Review 2010 Legislative Agenda <br /> <br />City Administrator Ulrich stated that the 2010 legislature will convene on February 4. <br />He proposed to invite Senator Jungbauer and Representative Abeler in before the session <br />starts to talk about local issues where the State legislative assistance may be of help. He <br />noted we could talk about Capital Bonding Requests for water recharge system for <br />Ramsey Town Center and Rail Station Funding, Tax Increment Financing Modifications, <br />Design/Build Authority for Armstrong Boulevard/Highway #10 Interchange, Street <br />Reconstruction Utility, and Possible Modification to the Administrative Penalty Statute, <br />etc. He offered that Anoka County Commissioner Berg should be invited as well. <br /> <br />7) Review City Council Communications via City V oicemail and Email <br /> <br />Deputy City Administrator Nelson stated that some people do not list their voicemail or <br />email in the Newsletter. Comments have been made about not being able to reach <br />everyone by City voicemail. <br /> <br />8) Consider 2010 Strategic Planning Session <br /> <br />City Administrator Ulrich stated that he would request Council consider a Strategic <br />Planning Session for some time in January to talk about goals and an action plan for <br />2010. <br /> <br />Consensus of the Council was that Mr. Ulrich should schedule the planning session. <br /> <br />9) Review Future Work Session Topics <br /> <br />Councilmember Dehen stated he wants to talk about whether we need Tinklenberg doing <br />our RALF negotiations.
