Councilmember McGlone stated he IS okay with this as well providing we do the
preliminary work.

Mayor Ramsey stated to move this ahead after we check with other cities and have our
own get-together. We will let other cities know we are planning to have sessions earlyin
the year next year and that they should come to find out if they are interested in
participating in the financing, etc.

Sarah Strommen stated she is on the Board for the Friends of the Mississippi. She is glad
we are moving forward and on behalf of the FMR, this was an offer to draft up a
summary of conversations so the Mayor could take it to other communities. The whole
discussion can shape this document but the conversation was about Ramsey and how to
get momentum and funding. One of the ideas was to package it as a vision. Maybe this
could be made bigger. Funding is harder and harder to come by and the more you can
package into a vision, the better. What could this mean for the City of Ramsey at this
point? Friends of the Mississippi can maybe bring some money to the table. Will we
agree on everything - no - but we can find a point of commonality and move forward.

4) Review Level of Service for Building Inspections/Discuss Contract Inspection
Services

Deputy City Administrator Nelson stated that the last time we discussed the Building
Inspections Department, we were missing some members of the Council. We want to
know what Council would like to do with regard to the rental licensing program. She
inquired if Council would like to continue to have single family homes as part of the
licensing.

Councilmember Elvig is back in the meeting.

Mayor Ramsey, Councilmembers McGlone, Wise and Look all expressed opposition to
rental licensing.

Ms. Nelson inquired if that was for single family only.

Mayor Ramsey stated he could see some value in rental licensing for apartment buildings
- duplexes no - four-plexes - maybe. He stated that his problem is he does not want the
City forcing their way in to do an inspection on some place already rented.

Councilmember McGlone stated that anything above four units, the MPCA considers
commercial renting. 0

Councilmember Dehen inquired if there is anything that establishes multi-dwelling from
a single family.

Building Official Kaehler stated that single family is detached. You can have multiple
single family homes - eight-plexes under our Code are considered single family.

City Council Work Session - December 1, 2009
Page 8 of 16
