<br />Case # 4 <br /> <br />Public Hearing <br />PROPOSED ORDINANCE.TO AMEND CHAPTER 117 ARTICLE ill TO REQUIRE <br />INDIVIDUAL SERVICES AND REGULATE THE PLATTING OF INDIVIDUAL UNITS IN <br />MULTI-UNIT RESIDENTIAL DWELLINGS IN THE CITY OF RAMSEY; <br />, ' <br />CASE OF THE CITY OF RAMSEY <br />By: Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />, The City has increasingly respanded ta interruptians in municipal water and fife suppressian services in <br />multi-family structures in cald weather manths due ta vacated dwelling units. This'has became a-larger <br />public safety cancern as the number afvacant dwelling units has steadily inc~eased since 2006. The City <br />has taken praactive steps in preventing damage ta water pipes and persanal property by discantinuing <br />water ,service when a vacancy is canfrrme~ an units c"annected ta the municipal water system. This is <br />'dane ta prevent freezing and braken pipes. <br /> <br />This isa greater cancern in thase building designed with a joint ser:vicefram the municipal infrastructure <br />that serve multiple, individual units. A single vacancy in a multi-unit building can interrupt service far all <br />units in the building if the piping is nat adequately pratected when the units share services. In these <br />instances, the City canilat disconnect water service ta the vacant unit withaut discannecting service ta the <br />entire building. ' <br /> <br />Notification: <br /> <br />In accordance with Minnesata Statute 915.99, the City praperly advertised the Public Hearing in the <br />.official City newsletter. <br /> <br />Findings: <br /> <br />The prapased .ordinance will require each individual dwelling unit ta be subdivided separately" thereby" <br />requiring an individual service, rather than allawing far shared services as currently allawed by' City <br />, Cade.. In additian, further clarificatian is provided in 9117 -614( d) (public utilities), requiring individual <br />services in the event individual platted lats is nat feasible. The .ordinance allaws far certain exemptians <br />. fram the propased subdivisian requirement, mast natably vertically subdivided units with interiar <br />camman areas (i.e. candas, apartments, etc.). The intent .of the .ordinance is nat ta require individual <br />services ta each unit .of an apartment camplex .or ather multi-family buildings with shared interiar heated <br />camman areas. <br /> <br />Thase already appraved withjaint services will need ta be allawed ta cantinue. to construct as such due to <br />City approvals. Thraugh the Building Permit review pracess, City" Staff will suggest additianal insulation <br />, 'to protect the joint services, but will nat require any .one specific alternative. City Staff simply wauld like <br />to provide additional, critical protectian to residents of the bull ding. ' <br /> <br />Attached is the proposed ordinance with amendrilents.
