<br />CITY COUNCIL WORK SESSION <br />Topic Report: Discuss Use of Consultants for <br />RALF Acquisitions <br />By: Kurtis G. Ulrich, City Administrator <br /> <br />Background: <br /> <br />a, <br /> <br /> <br />A memo outlining the RALF acquisition and appraisal process and the roles and responsibilities <br />of The Tinklenberg Group is attached for Council review. RALF acquisition monies reimburse <br />the City for use of consultants involved in acquisitions. The Tinklenberg Group has developed a <br />familiarity with the program and has been successful in garnering funds for acquisition of parcels <br />along the Highway 10 Corridor. In addition, the City has benefited by relationships established <br />by this consultant on a federal, state and regional level, as well as with local property owners. <br /> <br />City staff and the City Attorney are currently used to supplement the acquisition process as <br />needed. While these roles could be expanded, from a staff time and efficiency standpoint, the <br />consultant provides a valuable service.
