Motion carried. Voting Yes: Acting Chairperson Riley-Daniels, Board Members Stodola,
Freeburg and Bentz. Voting No: None. Absent: Chairperson Max, Board Members Enstrom and
Hassett.

POLICY BOARD BUSINESS

Case #1:

Water Conservation Tool Box Update

Environmental Coordinator Anderson presented the staff report.

Board Member Bentz inquired if members of the EPB could meet at a location such as a library
or other public location to work through the section on growing grass in Ramsey. He stated that
he thought that that would speed up the review process rather than having to wait until all
members were present at Board meeting.

Environmental Coordinator Anderson stated that that would not be an option because it would
potentially violate open meeting laws. He stated that he knows this process has been extended a
bit, but it has resulted in a good product in his opinion and since this is one of the last sections,
he thought it would be best to revisit it at the March meeting.

Discussion ensued about the editing process and the order of reviewers.

Environmental Coordinator Anderson stated that he would send out the edited version of the
Topsoil section to the next person for review this week.

Case #2:

2010 Environmental Expo

Environmental Coordinator Anderson presented the staff report.

Board Member Freeburg inquired about the Wildlife Science Center and where it was located.

Environmental Coordinator Anderson accessed the web site for the Wildlife Science Center and
previewed it for the Board. He stated that this organization would have items like animal skulls
and hides for viewing and possibly some sort of live animal as well. He thought that this seemed
like a good fit for this event.

Environmental Coordinator Anderson inquired about some of the exhibitors that have attended
the event in the past and if there were any that the Board didn't think fit in with the event.

After some discussion, it was agreed that all the past exhibitors identified in the case were
appropriate and should be invited to participate again this year.

Board Member Bentz asked about the community garden group and whether they would be
invited back.

Environmental Policy Board I February 1,2010
Page 2 of 4
