In addition to the above duties, the clerk may be designated to act as <br />secretary to the council. <br />3. Home rule charter cities <br />As previously mentioned, the role of a city clerk in a home rule charter city <br />will depend upon provisions in the city's charter. Home rule charter cities <br />should consult their charters to determine whether there is a clerk position <br />within the city and what specific powers the clerk possesses. <br />4. When the city has combined the office of clerk and <br /> treasurer, the clerk performs all duties.
