<br />CITY COUNCIL WORK SESSION <br />Topic Report: Consider Options for the <br />Ramsey Star Express <br />By: Brian Olson, Director of Public Works / <br />Principal City Engineer <br />Background: <br />On January 12, 2010, the City Council was briefed on the ridership and cost information for the <br />operation of the Ramsey Star Express. (Case is attached) <br />Since that time, Staff has been waiting for an answer to the question as to whether the Federal <br />Highway Administration (FHWA) will allow the use of the leftover funds to be used for capital <br />costs beyond the 3 year timeframe that expired in January 2010. Since the service has been <br />authorized through March of 2010, the purpose of this case is to get formal City Council <br />direction on exercising an option to continue the Ramsey Star Express with or without the <br />federal funding for the next 6 months. <br />A graph for Average Daily Trips is attached to the case to provide an update from January 2010. <br />As the more recent graph indicates the Northstar train has had only a minor impact on the <br />ridership. <br />Also included with the case is the information about the costs associated with running the service <br />through the next 6 month extension through Sept 30, 2010.
