Background: <br />2010 ANNUAL STREET MAINTENANCE PROGRAM <br />By: Steven J. Jankowski, City Engineer <br />At tonight's meeting public hearings will be held on Improvement Projects 10 -02 and 10 -04 <br />through 10 -07. The 2010 program also includes IP 10 -01 and IP 10 -03 which include the first <br />seals of recent subdivision streets. Neither of these two projects will be special assessed as <br />monies were escrowed for this purpose. The City has a considerable investment in the 167 miles <br />of bituminous street for which it is responsible. The City has established the practice of applying <br />timely preventative maintenance to the pavements to preserve this investment. Although budget <br />constraints and pavement conditions may alter the actual schedule, the table below presents an <br />idealized timetable for pavement maintenance. <br />Typical Bituminous Street Maintenance Cycle <br />Year Action <br />0 Construction <br />5 Sealcoat <br />12 Sealcoat <br />19 Overlay <br />24 Sealcoat <br />CASE #6 <br />The City has had an annual maintenance program since 1981. Through the 1990 program it was <br />the City's policy to assess the entire cost of the maintenance programs. In 1991 the City changed <br />the policy such that 50 percent of the total project cost was assessed, with the City general fund <br />financing the remaining half. This is the third year of a seven year program to phase out the <br />assessment for sealcoating of streets. This year the assessment for sealcoats will be 29% of the <br />total project cost. The assessments for overlays will remain at 50% of the total project cost. <br />The 2010 program consists of seven individual projects addressing the maintenance needs on <br />16.59 miles of City streets. Projects 10 -01 through 10 -03 which covers 11.44 miles of City <br />streets, will receive a sealcoating preceded by sealing of cracks having widths which exceed one- <br />quarter inch. The 2010 program includes sealcoating of 1.82 miles of MSA streets which <br />includes Sunwood Drive and Rhinestone Street in Ramsey Town Center. In addition to <br />sealcoating the bituminous sections of these streets, concrete repairs will be undertaken on the <br />portion of Sunwood Drive between Zeolite Street and Rhinestone. Projects 10 -04 through IP 10- <br />07 involve 5.15 miles of street which will receive a one and one -half inch bituminous overlay of <br />the existing bituminous pavement following the repair of failed areas by the Public Works <br />Department. Streets will have deteriorated sections of concrete curbing replaced prior to the <br />overlay work. In addition streets having concrete curb will be milled for a distance of six feet <br />from the curb such that the new bituminous overlay will match neatly with the existing curb line. <br />The 2010 program is proposed to be financed through a number of funding sources including; <br />MSA funds, developer escrows, special assessments, and City general funds. In addition the City <br />share of the 2010 overlays are being funded through TIF. A summary of the anticipated funding <br />is presented below. <br />
