The streets scheduled for maintenance are illustrated in Appendix C, the Preliminary Assessment <br />Role. This appendix also contains a listing of the parcels receiving benefit and makes note of the <br />number of shares being assessed if different than a single share. All streets proposed for the <br />program have received a preliminary survey by the City Engineer and Public Works Supervisor. <br />A post winter survey will be conducted prior to awarding bids in June. Appropriate project <br />adjustments will be made if any of the scheduled projects are deemed to be inappropriate for <br />sealcoating due to advanced deterioration. <br />PROJECT QUANTITIES AND COSTS <br />Table 1 includes a listing of street lengths and pavement areas for each crackseal / sealcoat <br />project. Estimates are also provided for crack filling material application rates. Table 2 contains <br />the estimated construction costs for each of these sealcoat projects. Both the sealcoating and <br />crack filling operation will be applied by a contractor selected through the competitive bidding <br />process. <br />Bituminous overlay projects consist of applying one and one -half inch bituminous overlays onto <br />the existing pavement. Tables 3 and 4 present summaries of the project quantities and <br />construction costs, respectively. Prior to the overlay: <br />• Failed areas will be removed and patched by the City's Public Works Department. The <br />number of tons required for street patching is estimated on an individual project basis. <br />The rate charged fo'r patching will be $200 per ton of bituminous material which includes <br />material and labor. <br />• . Driveways will have the adjoining street milled to form a neat joint with the newly <br />overlaid pavement. <br />• Streets without curbs, the edge of the overlay street will be shouldered to eliminate the <br />drop off at the pavement edge formed by the overlay. The shouldering will be done <br />around corners, bends and intersection radii using class 2 shouldering aggregate. The <br />major portion of shouldering on the remainder of the overlays will utilize topsoil which <br />will be seeded, mulched and disc anchored. <br />• Streets with concrete curbing will have the bituminous edge milled for a distance of six <br />feet from the edge of the curb. This will accommodate the new bituminous being rolled <br />flush with the existing curb. <br />• Deteriorated concrete curbing will be removed and replaced. <br />• Existing pavement will be tack coated and a machine laid one and one -half inch overlay <br />will be placed by a contractor selected through the competitive bidding process. <br />FINANCING <br />In addition to construction cost, overhead charges of twenty -five percent (25 %) will be applied <br />to cover the following services: <br />3 <br />
