Background: <br />PUBLIC HEARING ON IMPROVEMENT PROJECT 09 -25 <br />DYSPROSIUM STREET IMPROVEMENTS <br />By: Steven Jankowski, City Engineer <br />The segment of Dysprosium Street between Bunker Lake Blvd and Nowthen Blvd has been in poor <br />condition for a number of years. Uncertainty regarding its status as a collector or arterial street has been the <br />primary reason for postponing costly work on this segment. In addition it was desired to include <br />improvements which might be made in order to enhance safety conditions within the Flintwood <br />neighborhood. The Council directed the preparation of this feasibility study at the Public Works <br />Committee held on April 21, 2009. <br />The project area extends from south of 140 Ave to Nowthen Blvd and its scope includes the <br />following: <br />• Narrowing the pavement with from 47 feet to 34 feet and restricting parking on the east <br />side of the street. <br />• Reconstructing the entire pavement. <br />• Adding six foot wide sidewalks on each sides of the street. <br />• Adding chokers at intersections. Chokers narrow down the street width by extending the <br />curb into the parking lane. The narrower street width tends to slow traffic speed and <br />contributes to increased pedestrian safety by reducing the crossing distance. <br />• Improving drainage by extending storm sewer 400 feet southward between 140 and <br />141st Avenues. <br />• Installing street lighting and boulevard trees. <br />Attached to this case is a copy of the feasibility study which contains current and proposed <br />conditions of the street along with the project costs and the anticipated method of financing the <br />improvements. Each property owner has been given written notice of this hearing. In addition an <br />informational meeting was held with property owners on March 2, 2010. Eight property owners <br />representing seven properties were in attendance. Comments received are attached to this case. <br />Issues identified by these property owners include: <br />• Would like straight driveways for single family lots. (3 commenters). The feasibility <br />study proposes continuing the existing shared common driveway access to the street. <br />• Move the proposed new centerline eastward to equalize the boulevard gain between both <br />sides of the street. The feasibility study proposes placing the street centerline in the <br />center of the right of way. This results in a boulevard gain of 3.5 feet on the west side of <br />the street and 9.5 feet on the east side of the street. <br />• Assess lots by area or mid lot width to eliminate the discrepancies in assessment between <br />a pie shaped lot and a rectangular lot of the same size. The feasibility study proposes <br />assessing by frontage. <br />CASE # 442 <br />
