Public Works Director Olson stated he appreciated that Lord of Life has been willing to work with the City over the last five years. Mark Lindeberg, North Area Engineer with MnDOT, stated they have been working with the cities of Ramsey and Anoka and Anoka County on the TH 47 realignment project from TH 10 through Ramsey. He advised that it has been determined the preferred route through this area is the present alignment of TH 47 so MnDOT will not need to acquire the southern portion of the Lord of Life parcel for roadway purposes. Public Works Director Olson expressed staffs concern with putting money into improving Dysprosium Street only to have it ripped up for the TH 47 project. Councilmember Elvig described the problems with delayed commuting time on TH 47 that will continue if it is not realigned. He expressed concern that Dysprosium Street may be used as a cut through route to access TH 10. Mr. Lindeberg stated they are working with Anoka and Anoka County on TH 47 and trying to look at everything in detail to determine how it can work the best; however, nothing is finalized at this point. Jack Corkle, representing Anoka County, stated while TH 47 will not be realigned there are discussions about potential widening and adding a turn lane but alignment will not shift through Ramsey. She advised that the County's long -range plan is considering turning CR 5 back to Ramsey so it would become a smaller City street and the intersection access can be redesigned. Ms. Corkle agreed that some traffic will use Dysprosium Street. Councilmember' Dehen asked when the decision will be made in Anoka. Mr. Lindeberg stated there is no funding so he does not know what the timing would be. He advised MnDOT will continue to make improvements to the road but there will not be a realignment at this time. Councilmember Dehen stated this has been debated long enough and whatever decision is made, it will be unpopular. He encouraged MnDOT to push the issue to the forefront to get it resolved because commuters were not happy with the length of drive time. With regard to Dysprosium Street, he supported the inclusion of chokers, sidewalks, and trees to make it a nice project. Councilmember Look stated he likes the Lord of Life project and it is clear the roadway will not impact this corner. At this point, since there is no planned relief on TH 47, he believed that relief point could be Dysprosium Street so he supported a full construction with chokers to discourage cut through . traffic would be in order. Mayor Ramsey agreed since traffic will be forced down Dysprosium Street. Councilmember Wise asked about the impact to assessments between edge mill to full reconstruction.
