Councilmember Look expressed <br />concern about the growth of the City and that this business would eventually be referred to as a <br />nuisance type of a business. He believed the City would eventually outgrow this business. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Wise, Elvig, Dehen, and Look. <br />Voting No: None. Absent: Councilmembers Jeffrey and McGlone. <br />7.02: Consider Joint Powers Agreement (JPA) with Anoka County for the <br />Reconstruction of County State Aid Highway 116 (Bunker Lake Boulevard) <br />from Germanium to Basalt Streets in the City of Ramsey <br />Pulled from agenda. <br />7.03: Adopt 2030 Comprehensive Plan update and Tier II Comprehensive Sewer <br />Plan; Case of City of Ramsey <br />Associate Planner Gladhill reviewed the staff report. <br />Motion by Councilmember Elvig, seconded by Councilmember Dehen, to adopt Resolution #10- <br />02 -060 adopting the 2030 Comprehensive Plan Update and Tier II Comprehensive Sewer Plan in <br />final form contingent on securing documentation from the property owners of the inholding <br />parcel at Rum River Central Park approving of the land use designation change. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Look, and Wise. <br />Voting No: None. Absent: Councilmembers Jeffrey and McGlone. <br />7.04: Consider Authorizing Entering Amended Joint Powers Agreement with <br />North Metro Mayors Association <br />City Attorney Goodrich reviewed the staff report. <br />Motion by Councilmember Elvig, seconded by Councilmember Wise, to enter into an amended <br />Joint Powers Agreement for a coalition of Metropolitan Communities known as the North Metro <br />Mayors Association, a Minnesota Joint Powers Organization. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Wise, Dehen, and Look. <br />Voting No: None.
