That the existing topography ranging from approximately two (2) to four (4) feet in <br />conjunction with narrowing lot width to the rear of the subject property, and topography <br />creating seasonal wet conditions would prohibit a well truck from accessing the rear yard <br />from the other side of the alternative location does create a hardship in the northeast <br />quadrant of the rear yard. <br /> <br />30. That the City find~ that visibility of the Structure if placed in the side or rear yard does not <br />create an undue hardship. <br /> <br />31. That the Subject Property cannot be put to a reasonable use without the variance. <br /> <br />32. That the plight is due to circumstances unique to the Subject Property and is not created by <br />the Applicant. <br /> <br />33. That the Variance will not alter locality's essential character <br /> <br />34. That economic circumstances alone do not create the undue hardship. <br /> <br />35. That, if granted, the variance will not impair an adequate supply of light and air to adjacent <br />property. <br /> <br />36. That, if granted, the variance will not have the effect of allowing a use that is prohibited in <br />the applicable zoning district. <br /> <br />37. That, if granted, the variance will not increase the congestion on the public street. <br /> <br />38. That, if granted, the variance will not adversely impact the degree of public health, safety <br />and general welfare provided for in the Ramsey City Code. <br /> <br />39. That, if granted, the variance will not diminish established property values within the <br />neighborhood. <br /> <br />40. That, if granted, the variance requested is the minimum variance necessary to accomplish <br />the intended purpose of the Applicants. <br /> <br />41.
