.

.

it may be feasible to install storm sewer to County Ditch No. 66 and 3.

Another alternate reviewed was providing catchbasins at the intersection of 159th
Avenue N.W. and Ebony Street N.W. and draining the water to the north and providing
a percolation basin on the west side of Ebony Street N.W. This alternate did not
prove to be feasible, since the_area_of benefit was greatly reduced.

The proposed interim solution to the drainage problem is to acquire easements of
50 feet by 100 feet over parcels 8400 and, 8490 and co~struct a percolation basin
to accommodate the runoff from a 10 year storm. This would involve excavating
two to three feet of material over the proposed easements. At a later date, if
storm sewer is constructed in the area, the easements could be given back to the
owners and filled in and developed.

Costs:
.Estimated costs are provided below for the proposed improvement:
Item
Construction

Contingencies, Engineering and Administrative
Easement Acquisition
Estimated Project Cost

Estimated Cost
$ 4,000
1,200
2~OOO
- $ 7,200

Financing and Assessment:
The City of Ramsey presently does not have an assessment policy for assessing
storm sewer projects. Therefore, the City Council may assess the project in
any equitable method they elect to choose.

As one alternative, we would recommend assessing the project cost on a per
acre basis to the area of benefit as shown on Exhibit A.

-2-
