<br />SITE SELECTION GUIDELINES <br /> <br />In order to meet the program objectives, efforts will be concentrated <br />initially on easily identified needs and at available sites. Emphasis <br />should be placed on the broad use of engineering judgement in selecting <br />and improving those sites. Acquisition of real estate and extensive <br />design/engineering services should be minimized but not ignored if <br />needed. The following general guidelines should be used in developing <br />a list of candidate facilities: <br /> <br />. <br /> <br />1. Lot locations should serve existing needs. Those needs can <br />be established by observation of cars parked along rights-of- <br />way. streets, and in existing lots, from public input. request <br />from governmental units and professional judgement. <br /> <br />2. Primary emphasis should be placed on arranging for joint use <br />of existing lots wherever possible and practical. <br /> <br />'3. If existing facilities are not available. rights-of-way or <br />other publica1ly owned or controlled land should be considered, <br />. consistent with local land use compatibility. <br /> <br />4. Sites should be located so as to balance the need to minimize <br />access travel mileage, minimize maintenance dead haul, and <br />maximiz~ visibility. <br /> <br />5. Site capacity should be ,sufficient in size to serve existing <br />and short term increased need and to provide for efficient <br />maintenance operations. Future expansion potential is desir- <br />able. <br /> <br />. <br /> <br />6. Emphasis should be placed on sites that serve longer distance <br />commute trips so as to maximize the potential for VMT reduc- <br />tion. <br /> <br />7. Sites with soils, slopes aBd elevation, drainage and water <br />level problems that significantly increase cost should be <br />avoided. . <br /> <br />8. Emphasis should be placed on sites where safety hazards or <br />potential safety problems can be eliminated by improving <br />parking. Care must be taken to ensure that unsafe conditions <br />are not created. <br /> <br />9. Emphasis should be placed on sites where there is strong <br />local support. <br /> <br />10. Emphasis should be placed on sites being planned as a part <br />of an area rideshare program. <br />
