<br /> <br />, \)? ,J-.- <br /> <br />300 Metro Square Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101 Area 612, 291-6359 <br />December 29, 1980 <br /> <br />TO: Local Officials and Residents of the Twin Cities Metropolitan Area <br /> <br />. <br /> <br />Enclosed for your information and review is a copy of a <br />preliminary report that contains the criteria the Metropolitan <br />Council proposes to use to select six candidate sites in the <br />Twin Cities Area for the disposal of sewage sludge and sewage <br />ash, grit and screenings. <br /> <br />The report also contains estimates of the amount of sewage <br />sludge that will be generated by sewage tre3tment plants in the <br />Region in the years ahead. A description of how this estimate <br />was developed is included. <br /> <br />The 1980 State Waste Management Act requires the Council to <br />select at least two sites in the Region for the land disposal <br />of treatment plant waste--one for sludge an~ one for sewage ash, <br />grit and screenings (such as sticks or stones). The law <br />requires the Council to select six candidate sites that are <br />generally suitable for land disposal by July 1, 1981. <br /> <br />.. <br /> <br />After the six candidate sites are chosen, detailed environmental <br />impact statements will be prepared for each location. Then, <br />based on environmental impact assessments, public comments, <br />particularly those of at'fecteEi communities, and Minnesota <br />Pollution Control A~ency permit conditions, the Council will <br />select at least two final sites by October 1982. <br /> <br /> <br />The enclosed preliminary report, Choosing Sewage Sledge Dispos~1- <br />Sites: Criteria and Volume, has been prepared to co~municate the <br />Council staff's current thinking and-to stlmul&te public <br />discussion of the question. The Council will hold three <br />information meetings in late January to hear pub~ic reaction to <br />the criteria and slUdge tonnage estimates.
