<br />- 1 - <br /> <br />BACKGROUND <br /> <br />The Waste Management Act of 1980 made the Metropolitan Council the <br />responsible agency for siting sewage sludge and solid waste <br />(incinerator ash, screenings and grit) facilities that are generated <br />by Metropolitan Waste Control Commission (MWCC) treatment plants. <br />This siting is to be completed by October 1982. <br /> <br />The first major deadline is July, 1981. By then, the Council must <br />select six "candidate" sites, three for sewage sludge and three for <br />incinerator ash. The Minnesota Pollution Control Agency (MPCA) is <br />required to certify the "intrinsic suitability" of each site based on <br />prel~minary envi~onmental analysis. <br /> <br />. <br /> <br />By April 1982 an environmental impact statement (E~S) is required <br />to be prepared for each site. After the EIS, the MPCA must prescribe <br />terms and conditions of a permit for each of the sites. The Council <br />is then required to select at least two sites, one for sludge and one <br />for ash, by October 1982. <br /> <br />. <br /> <br />The following two task reports: 1. Criteria for Selection or Sludge <br />and Solid Waste Disposal Sites, and 2. Quantity and Quality of Sludge <br />and Solid Waste Produced by MWCC racilities are essential tasks in <br />meeting the July, 1981, deadline for selecting candidate sites. Once <br />the criteria and quantity and quality reports have been adopted by <br />the Council, screening of the Seven-County Area to meet the criteria <br />will take place to identify first search areas, then to identify <br />possible sites and finally to identify the final six candidate <br />sites. We' anticipate holding meetings with the counties staff after <br />search areas have been identified. Once possible sites are identi- <br />fied, another series of public meetings will be held. In order to <br />meet the July 1981 deadline, this series or public meetings should be <br />held in April or May 1981. <br />
