<br />th/V <br /> <br />ANOKA COUNTY LAW ENFORCEMENT <br />JOINT POWERS AGREEMENT <br /> <br />This Joint Powers Agreement made and entered into by <br /> <br />and between the undersigned units of government all acting <br /> <br />by and through their governing bodies, <br /> <br />WITNESSETH THAT: <br /> <br />WHEREAS, the undersigned governmental units recognize <br /> <br />that there are circumstances where the assistance of the <br /> <br />police forces of other governmental units would be important <br /> <br />. <br /> <br />in maintaining the public peace and apprehending criminals: <br /> <br />WHEREAS, to provide such protection it is necessary <br /> <br />that neighboring governmental units provide for the sharing <br /> <br />of their respective resources; <br /> <br />NOW, THEREFORE, in consideration of the mutual covenants <br /> <br />contained herein, the undersigned units of government do <br /> <br />covenant and agree pursuant to M.S.47l.59 as follows: <br /> <br />1. Purpose. <br /> <br />The purpose of this agreement is to provide police <br /> <br />assistance to governmental units in circumstances where such <br /> <br />. <br /> <br />assistance wouid enable a governmental unit to more adequately <br /> <br />deal with a situation involving public safety than the sole <br /> <br />use of its police force. Such circumstances are hereby <br /> <br />declared to be of the following nature: <br /> <br />A. Major disasters where keeping the public peace <br /> <br />in a governmental unit where the assistance of <br /> <br /> <br />on a large scale is necessary. <br /> <br />B. Crimes in progress or criminals are in flight <br /> <br />police force in other governmental units would be - <br /> <br />helpful in apprehending the criminals. <br /> <br />c. Exchange of personnel on a temporary short term <br />basis not to exceed six months for the purpose of <br /> <br />training or undercover work. <br /> <br />D. Planned community events which are reasonably <br /> <br />expected to be very substantial in size and which will <br /> <br />therefore require substantial crowd control. <br /> <br />~3-L <br />
