<br />'Er-\ <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />5:30 P.M. <br />December 16, 1980 <br /> <br />The City of Ramsey's Council Personnel Committee met at the Ramsey Municipal <br />Center at 5:30 P.M., December 16, 1980 to review the City Administrator's <br />salary recommendations for City employees. <br /> <br />The following Council Personnel Committee members were present: <br /> <br />Councilman Gary Reimann <br />Councilman Arnold Cox <br /> <br />. <br /> <br />Others present at this meeting were as follows: <br /> <br />Lloyd G. Schnelle, City Administrator <br />Dave Gustafson, Police Officer <br />Clayton Berg, Building Inspector <br />Lester Wirz, Assessor <br /> <br />The City Administrator stated that even though the City Council stated at <br />their November 10, 1980 meeting that the full Council would handle all city <br />employees salary reviews, the Council Personnel Policy as adopted December <br />10, 1979 which requires the Perosnnel Committee to review them and submit <br />the salary recommendations on to the City Council. Consequently, he asked <br />the Council Personnel Committee to review his salary recommendations prior <br />to the City Council reviewing them at their meeting of December 16, 1980. <br /> <br />. <br /> <br />Mr. Dave Gustafson stated to the' Council Personnel Committee that he had no <br />quarrel with how the" City Administrator had his salary recommendations for <br />the police patrol officers. He stated that there was a one percent difference <br />between what the police officers wanted and what the City Administrator recom- <br />mended for them. Mr. Gustafson stated that the City Administrator used the <br />Stanton Report for his background information and he stated that the Stanton <br />Report did not necessarily report a police officer's total compensation. He <br />stated in some communities they pay so much for college courses completed and <br />in other communities they have longevity program. He stated these pay incen- <br />tives are not part of their officers monthly salary. In view of this, he <br />felt very strongly that the Council Personnel Committee should review this <br />request closely to keep the Ramsey Police Department salary at least in line <br />with other departments. <br /> <br />Councilman Reimann informed Mr. Gustafson that 'this would go to the full City <br />Council for the ir enactment. <br /> <br />Lester Wirz, City Assessor, stated he would go along with a 10% salary increase <br />for 1981. Councilman Cox asked Lester if he didn't think the 9% salary increase <br />as proposed by the~'City Administrator wasn't a rather exhorbant salary increase. <br />Mr. Wirz stated it was a good size salary increase but the cost of living was <br />plso quite high.
