Councilmember Elvig introduced the following resolution and moved for its adoption: <br />RESOLUTION #10-01-032 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0861 RELATING TO A <br />REQUEST TO ALLOW FOR THE OPERATION O.F A PLACE OF ASSEMBLY IN THE <br />E-2 EMPLOYMENT DISTRICT <br />WHEREAS, the St. Katharine Drexel Catholic Community, hereinafter referred to as <br />"Applicant", has properly applied to the City of Ramsey (the "City") for an interim use permit to <br />operate a Place of Assembly in the E-2 Employment District on the property located at 7181 <br />143`d Ave NW, legally described as follows: <br />Lot 4, Block 1, AEC Energy Park 3`d Addition, Subject to Easement of Record, <br />Anoka County, Minnesota. <br />(the "Subject Property") <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That on December 2, 2009, the Applicant properly applied for an interim use permit. <br />2. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to § 117-52 of the Ramsey City Code on January 7, 2010, and that the public hearing was <br />properly advertised and that the minutes of said public hearing are hereby incorporated by <br />reference. <br />3. That on October 26, 2004, the Applicant was granted approval for an Interim Use Permit to <br />utilize the space at Lot 1, Block 2, Business Park 4th Addition (6390 McKinley St NW) as a <br />place of assembly. Subsequently, the assembly use was moved to 7250 E Ramsey Pkwy, <br />generally known as the PACT Charter School. <br />4. That the Applicant currently utilizes space at 7250 E Ramsey Pkwy as worship space and <br />utilizes the Subject Property as office space. <br />5. That the Applicant is requesting to utilize 4,319 square feet of the Subject Property as office <br />space and 4,400 square feet as a place of assembly to host worship services that will require <br />expansion of interior, tenant improvements. The remaining 2,173 square feet of warehouse <br />space will be utilized as storage. <br />6. That the Subject Property is zoned E-2 Employment; the adjacent parcels to the north, south, <br />and east are zoned E-2 Employment; the property to west is zoned TC Town Center. <br />7. That the E-2 Employment District does not allow for places of assembly as a permitted use <br />but does allow for office uses. <br />8. That § 117-52 of City Code allows for an Interim Use Permit to be granted for a maximum of <br />five (5) years. <br />
