create a Facebook page and if it is created, b~ only a source of information export, not import.
He also does not want the page to be used as a forum to potentially campaign from or promote
running for" an office.

Management Intern Hendricks stated the League has"recommended treating a Facebook page the
same as a City newsletter, using the same rules to not allow campaigning.

Deputy Administrator Nelson clarified that the City's Facebook page would be managed
internally and staff would post the information. It would be the City's page.

IT Manager Busch agreed that the City would need to take full ownership of the page and set it
up.

Mayor Ramsey explained the information can be cut and pasted from the City's newsletter or
public notices onto the Facebook page.

Councilmember Look referenced Eden Prairie's Facebook comments and that a possible criminal
situation had been reported. He stated this information is good because it will make residents
more aware and able to alert the City of potential problems.

Council consensus was reached to direct staff to move forward with creating a City of Ramsey
Facebook page to post information but allow no comments back and that this matter will be
discussed further to make plans for allowing comment.

2) Dysprosium Street Options

Assistant City Engineer Jankowski reviewed staffs report.

City Engineer Himmer advised that Public Works Director Olson spoke with MnDOT and
AnokaCounty and that discussion ended with the indication that the alignment of TH 47 through
Ramsey will not change.

Wayne Skaff, Executive Director of Lord of Life Church, presented the master plan for their site
and described it was to contain a memorial garden, expansion for their church, and parcels for
independent and assisted living proposed by Comforts of Homes. He explained this facility
would be located on a five-acre parcel at the comer of CR 5 and TH 47 that has access off TH 47
but since it does not allow left turns, is not the best "front door" for their campus. Mr. Skaff
described the 64-unit facility and determination that the best access would be from CR 5. He
stated they will make application for this taxable project in the next few weeks. The first phase
is a $10 million project with 33 employees. The second phase will be a building on TH 47
connected to this drive and parking lots as a future phase. Mr. Skaff explained that, at this point,
it makes sense to use this comer for the project; which will be an attractive asset to Ramsey and
Lord of Life. However, they do not want to start the application process with the City if Anoka
County plans a realignment of TH 47 that will impact this comer parcel.

City Council Work Session / February 9, 2010
Page 3 of7
