Motion carried. Voting Yes: Chairperson Elvig and Councilmembers Dehen and McGlone.
Voting No: None.
COMMITTEE BUSINESS
Case #1: Consider Request for Proposals -Mowing and Weekly Park Facility and
Trash Maintenance Services
Parks Supervisor Riverblood reviewed the staff report.
The Committee discussed having County Corrections do the mowing and weekly park and trash
services. It was the Committee's consensus to have staff contact County Corrections to
determine the County's interest and come back to the Council at the next Council meeting if this
was a possibility.
Case #Z: Consider Action Relating to the Temporary Closure of 142"d Avenue
Assistant City Engineer Jankowski reviewed the staff report.
Chairperson Elvig opened the meeting up for public comments at 5:53 p.m.
Denise Albrecht, 5313 143`d Avenue, stated since the street was closed her traffic had increased
and it had not slowed down the traffic. She believed all that happened was that the traffic was
diverted to her neighborhood. She stated there needed to be a solution for the entire
neighborhood and not just certain residents.
Chairperson Elvig stated the reason it was a temporary closure was to see the cause and effect.
He noted according to the traffic study, the count going by Ms. Albrecht's home had actually
gone down.
Ms. Albrecht believed the Council needed to do something with Dysprosium.
Chairperson Elvig summarized what the proposal was for Dysprosium in the future.
Greg Rygg, 14279 Argon Street NW, stated he lived in this area as well as being the mail carrier.
He thanked the Council for closing 142"d Avenue. He noted he had not had one accident in front
of his house where the hill was since the closure. He stated the traffic on Dysprosium was a pain
before and now with the closure, it probably did increase the traffic on Dysprosium. He asked if
they could have the possibility of a break away gate. He stated he was in support of the closure.
He did not believe the businesses were that affected by the closure.
Ray Cook, 141 S` Avenue, stated the medians did not allow a left turn and with the closure it was
a major inconvenience. He believed the reason for the extra traffic in the area was because of the
apartment complex. He indicated the closure has impacted him in a negative way.
Public Works Committee /February 16, 2010
Page 2 of 5
