CASE # 1 <br />DISCUSS SIGHT LINE CONCERNS AT SAPPHIRE STREET & SUNWOOD DRIVE <br />By: Steven Jankowski, Assistant City Engineer <br />Background: <br />In response to sight line concerns raised by citizens and staff the Public Works Committee, in <br />October of 2008, recommended that staff restrict parking within twenty feet (20') of crosswalks <br />within RAMSEY TOWN CENTER as traffic conditions and development warrant by painting <br />the curbing yellow without the use of signs. This recommendation was subsequently adopted by <br />the entire Council on November 10, 2008. This restriction is now in place, but of particular <br />concern is the sight line from southbound Sapphire St. looking to the east on Sunwood Drive. <br />Traffic continues to be problematic at this location as is evidenced by the attached email which <br />was received by a non city resident who thought the problem was significant enough to bring it <br />to the attention of staff. Attached are recent photos taken at this location. <br />While this continues to be an issue today it may be lessened in the future as the TOWN <br />CENTER develops into a dense urban environment with buildings lining the street. With <br />additional pedestrian activity, a finished streetscape, and presumably more traffic along <br />Sunwood Drive it would be anticipated that speeds would be reduced as drivers would feel less <br />comfortable and more attentive in such an environment. Staff has requested an accident history <br />for this intersection and it will be presented to the Committee at the meeting. <br />Notification: <br />The property owner of the building at 7533 Sunwood Drive has been notified of the discussion <br />on this issue. It should be noted that they are considering a restaurant in the southwest portion of <br />this building. <br />Recommendation: <br />Staff recommends working with the property owner to come up with parking restrictions <br />adjacent to this intersection. At a minimum staff would like to see parking restricted on the north <br />side of Sunwood Drive from Sapphire Street to the entrance to the building. <br />Action: <br />Based upon discussion <br />Reviewed By: <br />Director of Public Works/Principal City Engineer <br />City Engineer <br />Public Works Street Supervisor <br />Chief of Police <br />PW: 03/16/10 <br />
