Chairperson Levine summarized that the commissioners were not happy with the orientation of
the building. Would like to see more appealing, more appropriate design for what this property
is set for, make more appealing to the eye and not have the wall on Ramsey Boulevard. The
commission would like the plan to meet more of the Town C~nter guidelines.

Commissioner Van Scoy stated that items to look at would. be to move the comer building to the
middle, better screening of the parking spaces along Sunwood Drive.

Associate Planner Gladhill stated the plans will make more sense when they see them next
month.

Commissioners are looking forward to seeing the actual renderings.

Commissioner Van Scoy stated that in Ramsey Town Center, there have been several
applications that variances were given in order to make them work. He thinks that at some point
in time, they need to go back and look at the Town Center Zoning District and see if it is still
appropriate. If variances are given every time an application comes through, we are not fitting
what we envisioned.

Commissioner Cleveland stated that her feeling is that it then becomes the plan of the developer
rather than the plan of the community. She continued that there was a plan and vision for the
Town Center and that plan needs to be maintained.

Case # 3: Public Hearing - Consider Ordinance to Amend Chapter 117. of City Code
Regarding the Required Depth of Topsoil; Case of City of Ramsey

Public Hearin2 .

Chairperson Levine called the public hearing to order at 7:50 p.m.

Presentation

City Engineer Himmer presented the staff report.

CitiZen Input

There was none.

Discussion ensued regarding when and how much soil would be needed for a one acre parcel. It
was detepnined it would depend on how much of the parcel was going to be left natural. It is
. only the portion of the parcel that is stripped, sod and irrigated that needs the six inches of
topsoil.

Commissioner Hunt questioned if in using compo~t, does it have to be a special type of compost.

Planning CommissionlMarch 4,2010
Page 4 of8

P4
