pC 4d1 <br />Discussion Regarding 2011 Compensation and Benefits for the City Council <br />By: Givonna Reed Kone, Human Resources Manager <br />Background <br />Staff was asked to bring forward for discussion the issue of compensation and benefits <br />for the City Council for 2011. Section 415.11 of Minnesota. Statutes states that salaries <br />may be set by ordinance at any amount deemed reasonable by the governing board; <br />however, any increases approved may not take effect until after the next election. I have <br />conferred with the City Attorney and it is his opinion that this provision in Minnesota <br />Statutes also applies to any benefits extended to the City Council. <br />I am providing members of the Personnel Committee with 2010 salary information from <br />"peer" and "target" cities. In addition, I am providing information regarding the <br />estimated number of special City Council meetings held annually and the level of <br />compensation for those meetings. In a separate spreadsheet you will find data regarding <br />health insurance benefits provided to members of the City Council in peer and target <br />cities. <br />Funding Source <br />In the event that the City Council wishes to extend a salary increase or benefits to its <br />members in 2011, these funds must be added to the 2011 General Fund budget and would <br />be effective January 1, 2011. During 2011 budget discussions, the City Council will also <br />determine the feasibility of budgeting a cost of living adjustment and step increases for <br />employees for 2011.
