COUNTY RESPONSE — OK <br />CITYREQUEST - The installation of a signal system at Magnesium St. with this project. <br />COUNTYRESPONSE - The City can study the feasibility of constructing a signal system at the <br />CSAH 116 and Magnesium Street NW intersection as part of this project. At the City's request, and <br />based on the results of this study, a traffic signal could be included at this location in the proposed <br />design of this project if the signal meets current or future warrants. <br />*Be advised that a consultant has looked at this intersection and determined that it does not <br />meet warrants. However, the city at its expense can prepare an SJR and submit for State Aid <br />approval. <br />If the Signal Justification Report (SJR) is approved by MnDOT, then pending the availability of <br />Federal funding, standard County cost share will apply, with 100% of the EVP reconstruction costs <br />and 66.7% of the traffic signal cost to the City, and 33.3% of the traffic signal cost to the County. <br />Following the reconstruction, the ongoing traffic signal maintenance will be consistent with Anoka <br />County warranted traffic signal maintenance practices, with the County 100% responsible for all <br />ongoing traffic signal maintenance, the City reimbursing the County 100% for all ongoing EVP <br />maintenance, the City 100% responsible for all luminaire maintenance, and the City 100% <br />responsible for the ongoing supply of electrical power for the traffic signal system. If the City elects <br />this option and the SJR is approved, the County will reimburse consultant fees for the preparation of <br />the SJR if consultant contract is approved by the County. <br />If the SJR approved by MnDOT based on future volumes, then the City may elect to construct <br />the signal at 100% City cost (including design costs). The cost share and ongoing traffic signal <br />maintenance at CSAH 116 and Magnesium Street NW intersection will be consistent with Anoka <br />County non - warranted traffic signal installation maintenance practices, with the County responsible <br />for all traffic signal and EVP maintenance on a 100% reimbursable basis with the City (billed <br />quarterly for 100% of all incurred costs), the City also being 100% responsible for all luminaire <br />maintenance, and the City 100% responsible for the ongoing supply of electrical power for the traffic <br />signal system. If the signal is approved on future volume warrants than no reimbursement will be <br />made for consultant fees. <br />If the signal does not meet SJR warrants today or in the future no signal can be installed with this <br />project, underground work would be installed at City's request. <br />CITYREQUEST - Ensure that the Magnesium intersection is designed to accommodate westbound <br />to eastbound u -turns (ample room on south leg). <br />COUNTYRESPONSE - This has been accommodated with the 8' shoulder. <br />CITYREQUEST - Provide a timeline relative to the Casey's site approval. When did they receive <br />certain correspondence from the County regarding future access restrictions (raised medians)? <br />COUNTYRESPONSE - Anoka County provided comment in 1993 and 1996 and informed the City <br />and developer that there will be raised median in the future and access to this parcel would be right - <br />in and right -out. <br />
