Anoka County is looking for direction on whether the City supports this project before they advance <br />property appraisals and acquisitions. If the Council would like to investigate the option for a three - <br />quarter access at Unity Street or the signal installation at Magnesium Street, Anoka County has left that <br />option open in the revised JPA. Staff can advance these studies with an independent traffic consultant, <br />and the County will stand by the outcome of those studies and modify the design accordingly. At this <br />point a decision needs to be made on whether the City supports the overall project as conditioned. <br />Funding: <br />The current CIP funding scenario for this project includes a $100,000 contribution from TIF #2 in 2010 <br />and $600,000 in 2011 to be determined. Funding for this project was originally anticipated through <br />future land sales, as it was associated with regional roadway improvements to serve the Town Center, <br />but other funding sources to consider include the City's trail fund, stormwater utility, and potentially <br />State Aid. <br />Recommendation: <br />Staff recommends acceptance of the JPA with Anoka County for the reconstruction of CSAH 116 <br />between Basalt and Germanium Streets. It is further recommended to authorize staff to sign the final <br />construction plan set if no significant changes are proposed, and authorize the City Administrator to sign <br />the JPA once the City Attorney has reviewed and accepted it as it relates to legal matters. <br />Motion: <br />Motion to approve the JPA with Anoka County for the reconstruction of CSAH 116 between Basalt and <br />Germanium Streets. <br />-and - <br />Motion to authorize staff to sign the final construction plan set if no significant changes are proposed. <br />-and - <br />Motion to authorize the City Administrator to sign the JPA once the City Attorney has reviewed and <br />accepted it as it relates to legal matters. <br />-or- <br />Motion to direct staff to write a letter to Anoka County requesting that the project be terminated and the <br />$3.7 M in federal money returned. <br />Attachments: <br />Project design revision to date <br />JPA <br />Reviewed by: r <br />City Administrator <br />Public Works Director <br />CC: 3/23/10 <br />
