Review <br />Dear Mr. Dunham: <br />We are in receipt of a Site Plan set prepared by BDH & Young, consisting of nine (9) sheets (T001, <br />Cl, C2, C3, C4, Li, A100, A200, E2) all dated March 1, 2010. A minor plat is also being processed <br />along with your request for site plan review on behalf of PSD, LLC. Comments regarding the minor <br />subdivision are included in a separate review letter addressed to PSD, LLC. We offer the following <br />comments as it relates to the Site Plan Review: <br />General: The site plan is proposing the construction of a new facility for a medical office and clinic <br />for Allina Health Systems. The facility is proposed to be 28,500 square feet in size and located at the <br />intersection of Sunwood Drive and Ramsey Boulevard (CSAH 56). The City has also received an <br />application for a Minor Subdivision of Outlot FF, Ramsey Town Center, to create the lot on which <br />the building will be located. The proposed lot will be approximately three (3) acres in size. <br />Zoning: The site is zoned TC-3, a work place sub -district of Town Center. This area is intended to <br />accommodate medical and technology -related office and research uses. Medical offices and clinics <br />are permitted use in this District. <br />Lot Coverage/Floor Area Ratio (FAR): The subdivision plan indicates that the lot created from <br />Outlot FF of Ramsey Town Center will be three (3) acres (130,680 square feet in size). The proposed <br />building footprint is 28,500 square feet. The TC-3 District requires a minimum FAR of 0.25. The <br />proposed site plan represents an FAR of 0.22. A planned expansion of approximately 4,000 square <br />feet will bring the F.A.R. to 0.25. The Applicant has applied for a Variance to FA.R., which will <br />need to be approved prior to approval of the site plan and heard separately from this case. <br />Setbacks: The TC-3 District requires a minimum front yard setback of 0 feet and a maximum front <br />yard setback of 15 feet. At least 60% of the building should comply with the front yard setback <br />requirement. The proposed building has a front yard setback that ranges from 13 feet to 53 feet. It <br />appears that the proposed building meets required setbacks. <br />Architectural Standards: The design standards for this site are subject to the provisions laid out in <br />the. Development Guidelines manual referenced in City Code for Ramsey Town Center. The <br />24 <br />
