CASE # <br />Public Hearing <br />REQUEST FOR A CONDITIONAL USE PERMIT TO INCREASE THE MAXIMUM NUMBER OF <br />PARKING SPACES BY TWENTY-FIVE PERCENT; <br />CASE OF ALLINA HEALTH SYTEM <br />By: Tim Gladhill, Associate Planner <br />Background: <br />On March 18, 2010, the City received an application from Allina Health System to increase the maximum <br />number of parking spaces by 25%. City Code allows a maximum of four (4) parking spaces for every 1,000 <br />square feet of medical office/clinic space. <br />Notification: <br />In accordance with State Statute, staff attempted to notify all property owners within 350 feet of the subject <br />property of the request via standard US Mail. The Public Hearing was properly notified in the official City <br />newspaper. <br />Observations: <br />The subject property is approximately three (3) acres and is zoned TC-3. The Applicant has requested a <br />Conditional Use Permit to allow for 143 parking spaces. Based on the proposed building of approximately <br />28,500 square feet, a maximum of 114 parking spaces would be allowed. Section 117-118(e) permits an increase. <br />of 25% by conditional use permit, which equates to 143 parking spaces for the Subject property. • <br />Recommendation: <br />City staff recommends approval of the Conditional Use Permit. <br />Funding Source: <br />All costs associated with processing the application are the responsibility of the applicant. <br />Commission Action: <br />Motion to recommend that City Council adopt the Resolution adopting Findings of Fact relating to the <br />Applicant's request for a conditional use permitto increase maximum parking by 25% in the TC-3 Sub -district. <br />-and- <br />Motion to recommend that City Council adopt the Resolution granting approval of the Conditional. Use Permit. <br />based on the findings of fact, declaring terms of the same, contingent upon approval of the Site Plan. <br />-or- <br />Motion to recommend that City Council deny the Applicants' request for a conditional use permit to maintain six - <br />dogs, based on the findings of fact. <br />3 <br />
