CASE # Public Hearing REQUEST FOR A CONDITIONAL USE PERMIT TO INCREASE THE MAXIMUM NUMBER OF PARKING SPACES BY TWENTY-FIVE PERCENT; CASE OF ALLINA HEALTH SYTEM By: Tim Gladhill, Associate Planner Background: On March 18, 2010, the City received an application from Allina Health System to increase the maximum number of parking spaces by 25%. City Code allows a maximum of four (4) parking spaces for every 1,000 square feet of medical office/clinic space. Notification: In accordance with State Statute, staff attempted to notify all property owners within 350 feet of the subject property of the request via standard US Mail. The Public Hearing was properly notified in the official City newspaper. Observations: The subject property is approximately three (3) acres and is zoned TC-3. The Applicant has requested a Conditional Use Permit to allow for 143 parking spaces. Based on the proposed building of approximately 28,500 square feet, a maximum of 114 parking spaces would be allowed. Section 117-118(e) permits an increase. of 25% by conditional use permit, which equates to 143 parking spaces for the Subject property. • Recommendation: City staff recommends approval of the Conditional Use Permit. Funding Source: All costs associated with processing the application are the responsibility of the applicant. Commission Action: Motion to recommend that City Council adopt the Resolution adopting Findings of Fact relating to the Applicant's request for a conditional use permitto increase maximum parking by 25% in the TC-3 Sub -district. -and- Motion to recommend that City Council adopt the Resolution granting approval of the Conditional. Use Permit. based on the findings of fact, declaring terms of the same, contingent upon approval of the Site Plan. -or- Motion to recommend that City Council deny the Applicants' request for a conditional use permit to maintain six - dogs, based on the findings of fact. 3
