Home rule charter cities <br />The city clerk in a home rule charter city may be appointed or elected, <br />depending upon the city's charter provisions. Home rule charter cities <br />should consult their city charters for direction. <br />B. Powers and duties <br />The city clerk has numerous responsibilities. Some duties are found in <br />s« fiandkx~orc. cnapc~ s• genera! areas of taw, such as state election laws. Duties are also scattered <br />throughout the statutes, which set forth a specific process or procedure the <br />clerk must follow. <br />Statutory city clerks have both duties specific to their type of city as well as <br />general duties that apply regardless of city type. Further, the council may <br />develop other ministerial duties specific to the city's needs, biome rule <br />charter city clerks should consult their city chatter to find their specific <br />powers and duties. <br />Some of the specific and general powers and duties of city clerks are <br />discussed below. <br />7. By <br />statute, the clerk in a statutory city is required to perform the following <br />fiuictions: <br />• Provide notice of each regular and special meeting. <br />• Record the proceedings of each regular and special meeting. <br />• Notify officials of their election or appointment to office. <br />• Certify to county auditor alI appointments and results of city elections. <br />• Keep a minute book containing all of the city council proceedings. <br />• Keep an ordinance book recording all of the ordinances passed by the <br />council. <br />• Act as a bookkeeper of the city and keep an account book to enter all <br />money transactions of the city, including the dates and amounts of all <br />receipts, the person from whom the money was received, as well as all <br />orders drawn upon the treasurer with their payee and object. <br />LSAd[tE OF MIIVNESOTA CII'~iS <br />-42- <br />
